Speaker Guidelines

The Governing Body wants to ensure that all interested parties have an opportunity to be heard at public meetings and has determined that procedures are needed to insure that all parties have an opportunity to be heard.

The Governing Body has determined that procedures are needed to insure fair and efficient meetings. 

Therefore the following procedures are the Governing Body’s policy in regard to conduct of public meetings.

  1. Persons desiring to address the Governing Body shall place their name on the speaker’s list by personally signing it, via telephone, e-mail, and written correspondence or facsimile prior to the public meeting.
    The speaker’s list(s) shall be maintained by the City Clerk’s Office and shall be posted no less than one-half (1/2) hour prior to the Governing Body meeting.
     
  2. Speakers will be called in the order they appear on the list for each topic. Persons unable to place their name on the speaker’s list may be allowed to address the Governing Body after recognition by the Mayor or Meeting Chair.

     
  3. One (1) spokesperson for the applicant or in behalf of an agenda items and one (1) spokes person for the opposition shall be allotted seven (7) minutes. Other interested parties desiring to address the Governing Body on the same matter shall be limited to a maximum of three (3) minutes, provided the Governing Body may, by formal motion, increase the amount of time.

     
  4. Persons wishing to address the Governing Body for general issues or concerns not under consideration by the Governing Body shall be limited to a maximum of five (5) minutes, provided the Governing Body may, by formal motion, increase the amount of time.
