Guidelines for Building Permit Fees

BUILDING PERMIT & PLAN REVIEW FEES
For every plan reviewed there shall be charged and collected at point of application a fee.

NEW RESIDENTIAL SINGLE FAMILY CUSTOM (Includes duplexes)

Residential Plan Review

  • 15% of the Building Permit Fee, $30 minimum.
  • Review of revisions, deferred submittals and addendums for Custom Residential Plans shall be $35 due at time of submittal.

Commercial Plan Review

  • 30% of the Building Permit Fee, $200 minimum.
  • Subsequent submittals for revisions, deferred submittals and addendums shall be $125 for one department review due at time of submittal.
  • Subsequent submittals for revisions, deferred submittals and addendums shall be $225 for multiple department reviews due at time of submittal.

CLASSIFICATION - PERMIT FEES
"CLASSIFICATION I" is defined as all buildings or structures constructed in land zoned R-1, except those buildings or structures specifically listed in Classification II. The "square feet chargeable" is defined as the total square feet of the building measured from the exterior surface of outside walls or joint partitions, and includes unfinished basement area, garage(s), porches and decks.

"CLASSIFICATION II" is defined as all buildings or structures constructed on land zoned other than R-1, including land designated and classified for special uses, and the construction of swimming pools. The "square feet chargeable" is defined as the total square feet of the buildings measured from the exterior surface of outside walls or joint partitions, including basements and mezzanines.

"CLASSIFICATION III" is defined as all buildings or structures in all zone classifications in which remodeling, renovation and/or rehabilitation is being accomplished. The "square feet chargeable" is defined as the total square feet of the area being remodeled, renovated and or rehabilitated.

"CLASSIFICATION IV" is defined as commercial footing and foundation projects only. (Underslabs included if details submitted with footing/foundation details)

FEE SCHEDULE: Adopted through Resolution No. 10-1054 and effective January 1, 2011.

Classification I: $0.24 per square foot with a minimum of $35.
Classification II: $0.24 per square foot with a minimum of $35.
Classification III: $0.18 per square foot with a minimum of $35.
Classification IV: $0.05 cents per square foot.
(For commercial/industrial only)

A $35 street cleaning fee is also required for all residential permits requiring excavation.  A $75 fee is required on all commercial permits requiring excavation.

SYSTEMS DEVELOPMENT FEES (SDF)
There will be a Systems Development Fee charged to all persons who make application for a valid building permit or for a valid permit for connection to the water and sewer system served by the City of Olathe, whichever occurs first.  Such fees will be assessed and paid as part of the building permit:

A sanitary sewer connection permit fee, authorized in Olathe Municipal Code Section 13.05.080, shall be One Hundred Dollars ($100).

COMMERCIAL/INDUSTRIAL, MISCELLANEOUS USERS

PARK EXCISE TAX
There will be a park excise tax charged to all persons who make application for a building permit. Such fee shall be payable at time of permit issuance and charged as follows:

RESIDENTIAL:     $520 per dwelling unit.
COMMERCIAL:    $0.13 per square foot of gross floor area.
INDUSTRIAL:       $0.07 per square foot of gross floor area.

SUB-CONTRACTOR PERMITS FEES - Electrical, Plumbing & Mechanical
No separate permit or fees will be assessed for these three subcontractors if associated with a building permit and contracted by the general contractor of record.  

MISCELLANEOUS (INDIVIDUAL)-ELECTRICAL-PLUMBING-MECHANICAL-CROSS CONNECT/BACKFLOW DEVICE PERMITS

$35 (residential) / $50 (commercial) - Any electrical permit for service change/upgrade, temporary electric service, alteration or repair.

$35 (residential) / $50 (commercial) - Any plumbing permit covering installation/alteration or repair. Installation of all types of backflow devices (each), and sewer tap inspection.

$35 (residential) / $50 (commercial) - Any mechanical permit covering repair, alteration of mechanical system.

$35 (residential) / $50 (commercial) - Any cross connect/back flow device installation.

RE-INSPECTION FEES
A $100 fee may be assessed when the permit holder has failed to:

  • Have project ready for requested inspection.
  • Correct previously inspected non-compliant items.
  • Have address or permit numbers posted.
  • Continued with construction activities without inspection approval.
  • Other construction related items in which the Director of Development Services or his/her designated staff representative may levy the re-inspection fee, including but not limited to:

1. Locked or inaccessible structures.

2. Occupied structures without city authorization.

3. Inspection requests that have already been approved.

4. Contractor interference.

ALL FEES WILL BE PAID BEFORE ANY FINAL INSPECTION MAY BE SCHEDULED.

AFTER HOURS INSPECTIONS

Minimum fee for a non-emergency inspection outside of normal business hours is $75 per hour with a two hour minimum. A minimum of 48-hours notice is required for after hours inspections.

TEMPORARY CERTIFICATE OF OCCUPANCY FEES

$3000 - All Commercial and Industrial Structures.

$2750 - Refund processed when permanent Certificate of Occupancy issued (allow two-weeks to process refund).

$100 - All Residential, (one and two family dwellings, non refundable).

$200 - To reinstate a residential Temporary Certificate of Occupancy that has expired.
